Anyway, I patched the game and tried again and this it worked. Albeit, it took him some time to join others. I believe we had a similar discussion about this some weeks ago. Apparently, you have to have only created ONE conference table.

So the question is, did you happen to do that? If so, your only alternative is to go back to a save-point before you created the conference table the first time.

I had this happen to me, apparently if the conference table is too deep inside the base, they will just hang around in the front and it's not just nikita it's other mob bosses too, what fixed it for me was demolish the old conference room and build a new one closer to the enterance.
